Dr. Preslava Stoeva Presents Paper at the Annual British International Studies Association
09/05/2011
Dr Preslava Stoeva presented her paper ‘Global Governance of Health or Strategic Management of Disease? – Constructing a Framework for Analysis of the Health-Security Nexus’ at the annual British International Studies Association, on 28 April 2011.
Dr Stoeva’s paper critically evaluates the relationship between health and security demonstrating that the nexus is both significant and relevant to security studies. The paper further seeks to demonstrate that states and other actors are actively involved in strategically managing a select set of infectious diseases. It argues that the distinction between governance of health and management of disease is significant, because of the scope of relevant actors and the frameworks of power relations between them that are relevant to this analysis. All too often discussions of health and security miss out on the role played by organisations such as the World Bank, the World Trade Organization and the International Monetary Fund, and on the significant contributions made by public-private partnerships. The paper employs a constructivist methodology in search of a more comprehensive understanding of international security and the role of health
